Unless you have a medical problem (and you might want to talk to your doctor) balls are pretty gonna do what they want to do. They move up and down in response to various stimuli but mostly temperature.
If you really want them to hang lower, you could try ball stretching which is essentially hanging weights from them. Obviously you'll want to do some reading on the subject first.
